The Director is authorized to negotiate a contract, subject to final approval by Council, with each benefited political subdivision and industry connected, or to be connected, to the City's sewerage system for the treatment and disposal of its sewage and industrial wastes. Such contracts shall be based on the same conditions and charges as set forth in this chapter.
