(a) The Director and other duly authorized employees of the City bearing proper credentials and identification shall be permitted to enter all premises without advanced notice to conduct inspection, observation, measurement, sampling and testing to ensure compliance with the provisions of this chapter. While performing these activities, City personnel shall observe all safety rules established for the premises. The Director or his representatives shall have no authority to inquire into any industrial processes beyond the point which has a direct bearing on the type and source of discharge to the sewers for waste treatment.

(b) Where a person has security measures requiring proper identification and clearance before entry, the person shall make necessary arrangements with his security staff to exclude the Director or his duly authorized representative from security restrictions for purposes of inspection, sampling or record examination.
