923.09 ILLEGAL USE OF SEWERS.
   (a)   No person shall discharge or cause to be discharged any storm, ground, surface, subsurface or unpolluted water, including roof runoff, foundation drains and cistern overflows to any sanitary sewer.
   (b)   Storm, ground, surface and other unpolluted drainage shall be discharged to such sewers as are specifically designated as combined sewers or storm sewers, or to a natural outlet approved by the Director.
   (c)   No person shall discharge grindings into a public sewer except properly shredded garbage generated in preparation of food normally consumed on the property. Garbage grinders shall not be used to grind plastic, paper products or inert materials. The installation and operation of any garbage grinder equipment with a motor of three-quarters horsepower or greater shall require the prior approval of the Director.
   (d)   Subfoundation building drains connected to sanitary sewers before the effective date of this section shall be removed if the Director establishes that they are detrimental to the operation of the sewage works, and that their removal is cost effective. These connections shall be prohibited after the effective date of this section.
   (e)   Should the owner of an illegally connected premises fail to remove the connection within ninety days, the City shall remove the connection at the owner's expense.
