When required by the Director, the owner of any property discharging other than normal sewage shall install a suitable control structure or manhole, together with any meters, samplers or appurtenances the Director may require in the building sewer to facilitate observation, sampling and measurement of combined wastes from his premises. When required, the manhole, meters and other appurtenances shall be accessible, safely located and shall be constructed according to plans approved by the Director. The structure or manhole, meters and other appurtenances, when required, shall be installed by the owner at the owner's expense and shall be maintained by the owner to be safe and accessible at all times.
