(a) All private sanitary and combined sewers in the City shall be regulated by the Director but monitored and operated by their owners. The Director may maintain and operate any private sewer which meets Department standards, provided a proper easement is dedicated to the City.
(b) All private sanitary and combined sewers shall continue to be owned by the private owners until the owner and Director mutually agree to transfer ownership to the City.
