923.04 DISPOSAL OF HOLDING TANK WASTES; PERMIT.
   (a)   Permit. No person shall directly or indirectly discharge holding tank wastes into a public sewer unless a permit is secured from the Director. Any person wishing to discharge holding tank wastes and other wastes into the sewage works must obtain a registration permit issued by the City and a registration permit issued by the Zanesville-Muskingum County General Health District. The registration permit issued by the Zanesville-Muskingum County General Health District shall be presented when applying for the registration permit issued by the City. Unless allowed by the terms and conditions of the permit issued by the City, a separate permit shall be secured for each separate discharge. This permit shall specify the location of the discharge, the time of day the discharge is to occur, the volume of discharge and its constituents. If a permit is granted by the City, the user shall pay the applicable charges and shall meet any other conditions required by the Director.
   (b)   Refusal of Services. The City may refuse the services of its facilities if the holding tanks wastes are determined to:
      (1)   Be deleterious to the wastewater treatment plan or appurtenances thereto;
      (2)   Cause unusual expense in the handling of the treatment thereof unless provisions are made under Section 924.08(d);
      (3)   Inhibit the performance of the treatment process; or
      (4)   Cause the plant to fail to meet effluent limits set by state and federal regulatory agencies.
   (c)   Reporting Information. All permit holders shall be required from time to time to report to the City the source of such waste or other information as may be necessary for the proper administration of this section.
