As part of City-required standards, whenever Rights-of-Way or Public Ways are under construction and if it is deemed advisable by the Director, the City may install all such facilities within the Right-of-Way or Public Ways that the City deems necessary to accommodate future needs of any Right-of-Way or Public Way users. Any such facility shall be the property of the City and may be conveyed to any Person under such terms and conditions as the Director may see fit.
