Should any Person continue to operate all or any part of their facilities in the Rights-of- Way or Public Ways after termination, lapse or revocation of a Permit, said Person shall continue to comply with all applicable provisions of this chapter and other laws and regulations throughout the period of such continued operation. Such continued operation shall not be construed as a renewal or extension neither of any Permit, nor as a limitation on any remedies available to the City as a result of said continued operation after the termination, lapse or revocation of the Permit including, but not limited to damages and restitution. Any conflict between the issuance of a Permit and any other lawful exercise of the City's regulatory or police powers shall be resolved in favor of the latter.
