The Director of Public Service is hereby authorized to fix and determine, consistent herewith, numbers designating the location of all buildings within the City. Every owner of a building on any street or alley in the City shall, when notified of the proper number of such building by the Director, furnish and place the same in a conspicuous place on the front of such building.
One whole number shall be allowed on every sixteen and one-half feet of ground wherever practicable, whether improved or vacant, provided, that any house or tenement, with less front than sixteen and one-half feet, shall receive a whole number. All streets and alleys running east and west, located on the east side of the Muskingum River, shall be numbered from the east bank of the Muskingum River, numbering east, and starting zero at the east end of the present "Y" Bridge, with odd numbers on the north side, and even numbers on the south side of such streets or alleys. All streets and alleys running east and west, located on the west side of Muskingum River, shall number from the west bank of the Muskingum River, beginning zero at the farthest point east, north and south of Main Street, and numbering west, using odd numbers on the south side and even numbers on the north side of such streets or alleys. All streets and alleys running north and south, shall number from Main Street, or Main Street, extended west to the west corporation line, and Main Street, extended easterly through Wheeling Avenue, to the east corporation line, using odd numbers on the west side and even numbers on the east side of such streets or alleys. In numbering streets or alleys one hundred numbers shall be allowed to each block, or shall be allowed to extend beyond the limits of one block as the Director finds it necessary. The numbers shall run consecutively as shown on the City Number Map, on file in the Director's office. The starting point for numbering any new or irregular street, shall be the hundred block and its relative position with other streets or alleys.
