No person shall plant, remove or prune a tree in public rights of way, a Historic Overlay Area or upon City-owned property without first submitting an application and appropriate fee as set forth below, to the Zanesville Shade Tree Commission and receiving a certificate of approval from said body, unless the tree causes an imminent danger, in which case the tree may be removed or pruned first and then an application shall be submitted. Applications shall be on forms created by the Zanesville Shade Tree Commission and shall be available in the Zoning Administrator’s office, and shall fully describe the work to be done, the location of the work, the person or company who will be performing the work, the method and manner of performing the work, and the time frame within which the work will be completed.
