905.02 PERMIT FOR TEMPORARY OBSTRUCTIONS; FENCE AND BOARDWALK.
   It shall be lawful for any person intending to build or make any improvements in the City to occupy for a reasonable time any sidewalk or portion of the roadway from lot line to curb line and four feet beyond the curb line into a street. The Director of Public Service may require the construction of a solid board fence not less than eight feet high so as to enclose such improvement and a boardwalk four feet wide and at least six inches from the ground or pavement from curb to curb around such fence with sufficient gutter clearance to accommodate the flow of waters. Such eight-foot fence and four-foot walk shall have a sliding gate opening for the purpose of driving or backing to dump material for immediate use. No material of any kind shall be placed outside of such enclosure on City property, and the remains of each kind of material shall be removed when no longer needed in the construction or the improvement. A roof shall be constructed over the walk sufficient to protect pedestrians. Where access is necessary in or by public alleys, a nine-foot roadway clearance shall be provided at all times.
   However, a permit for the use of such sidewalks and parts of the street shall first be obtained from the Director of Public Safety. Barriers, warning devices and illumination shall be placed as required by the Director.
