No person shall construct, remove, replace or repair any sidewalk or curb within the City, or place any culvert, plank, or other material across any gutter or waterway, without first obtaining a permit therefor from the Director of Public Safety. Permits shall be granted only when the Director finds the granting of such permits will not be detrimental to the public welfare. The fee for any such permit shall be twenty-five dollars ($25.00) for sidewalk construction or repair, seventy-five dollars ($75.00) for a commercial curb cut and forty dollars ($40.00) for a residential curb cut.
