The Director of Public Safety may refuse to issue any permit for excavation in any street, thoroughfare, park or public place to any person who has failed, refused or neglected to comply with the requirements of Section 901.01 et seq., or with the reasonable orders or requirements of the Director, or to pay any balances due the City, by reason of work done in connection with previously issued permits.
