Every person who makes any excavation in any street, thoroughfare, park or public ground, as soon as the installation or connection is made, shall backfill such excavation up to the surface, with earth or backfilling material in layers not deeper than six inches each, thoroughly compacted by ramming or flushing. If the permittee fails to do any such backfilling to the satisfaction of the Director of Public Service, he shall remove all unsatisfactory backfilling and replace it as required, or the Director shall do so at the cost and expense of the permittee.
