Material from any excavation in any street, thoroughfare, park or public ground, not to be used for refilling or backfilling, shall be promptly removed and disposed of by the permittee without expense to the City. Excavated materials which will be used in refilling or backfilling shall be piled in such place and in such manner as will least interfere with the public, and as the Director of Public Service shall direct.
