The Director of Public Safety is hereby authorized to adopt and promulgate rules and regulations governing the conduct of work as described herein as are deemed necessary for the protection of the public and the preservation of public property. Such rules and regulations shall be binding upon the persons, firms or corporations, performing work for which a tree work permit has been issued.
