No person shall own, control, manage or operate any place of amusement, commonly called a skating rink, for gain or profit within the City, without first obtaining from the Director of Public Safety a license therefor. The Director is hereby authorized to grant such license at his discretion, upon the application of any interested party.
If the license is for one day, the charge shall be two dollars ($2.00); if for six months, thirty dollars ($30.00); if for one year, fifty dollars ($50.00). No license shall be for more than one year and such license shall not be transferable. No license shall be issued unless such skating rink is to be housed in a building. The license shall describe particularly the building and its location. Such license may be revoked if the skating rink is operated in a disorderly manner or in such a way as to cause annoyance.
