Each parking lot shall be paved with a permanent-type asphalt or concrete pavement, so installed as to prevent retention of water thereon. When due to weather or other circumstances it is impractical to pave a parking lot as required in this section, the owner of such parking lot shall post a performance bond or cash with the City in an amount determined by the Department of Public Service and such paving shall be done within a period as specified by the Department not to exceed one year. The lot shall be maintained in a clean condition. Accumulations of snow shall not be deposited in public streets or alleys, and sidewalks adjacent to such lots shall be kept clear of ice and snow.
