The license fee for the operation of a parking lot or garage shall be two dollars ($2.00) per motor vehicle space per license year. Where spaces are marked or metered the number of spaces will be determined by actual count. In other cases, the square foot area of the parking facility will be divided by 300 to determine the number of spaces. For licenses applied for after June 30 in any calendar year a charge of one dollar ($1.00) per motor vehicle space for the balance of such year shall be made.
