Any person who maintains or operates any mechanical musical instrument in any public place without first having obtained a license and registration therefor is guilty of a misdemeanor of the fourth degree. Any licensee who violates any of the terms and conditions of this chapter, or any rule of the Director of Public Safety established and adopted hereunder, may be punished by having his license revoked, and, in addition thereto, shall be guilty of a minor misdemeanor.
