Any licensee under the provisions of this chapter may transfer, from time to time, from one instrument to another, the sticker issued in accordance with Section 733.04. However, application for such transfer shall be made to the Director of Public Safety, and such application, prior to the making of such transfer, shall have been approved by the Director, and a record thereof made in his office. There shall be no fee for the transfer as provided in this section.
