Any person who exhibits or allows the operation or use of any mechanical amusement device, or operates an amusement arcade, without first obtaining a license and paying the fee required therefor, or otherwise violates the terms of this chapter or any rule or regulation of the Director of Public Safety established and adopted hereunder, is guilty of a misdemeanor of the second degree. In addition to and independent of such fine or imprisonment, such licensee so convicted may be further punished by having his license revoked.
