The Director of Public Safety is hereby authorized to permit the transfer of a license from one location of an amusement arcade to another location, provided that there is a change of location only and not a change of ownership or operation of such amusement arcade. Such permit to transfer shall be made under conditions prescribed by rules and regulations established and adopted by the Director.
