Every dealer in scrap iron, metal and waste materials shall maintain a book of records in which he shall keep an accurate and complete record of all articles purchased or received by him in the course of his daily business. Such records shall contain the name, description and residence of the person from whom such articles were purchased or received and the date and hour when such purchases or exchanges were made.
Such records shall be open for inspection by the representative of any law enforcement agency at all business hours provided that any person desiring to see such records shall be accompanied by an appropriate law enforcement officer of the City.
