727.04 FENCE OR PLANTING REQUIRED; LICENSE FEE AND REVOCATION.
   No person shall operate and maintain a junk yard without first obtaining a license to do so from the Director of Public Safety. Any person operating or maintaining a junk yard within 1,000 feet of the nearest edge of the public right of way shall on or before January 1, 1972 erect the required fence or make suitable plantings if such junk yard is not obscured by natural or manmade objects or a fence.
   If it is not practical or economically feasible by reason of topography, as determined by the Director of Public Safety, to obscure the view of a junk yard, suitable plantings or a practical and appropriate barrier not less than eight feet nor more than twelve feet in height to partially obscure the view of such junk yard from municipal highways, roads and streets shall be required providing, however, that where there are public or private easements or passageways, suitable openings in such barrier shall be provided.

   The original fee for a license under this section is one hundred dollars ($100.00). All licenses issued under this section shall expire on January 1. A license may be renewed from year to year upon payment of the sum of ten dollars ($10.00) for such renewal.

   Any license or renewal thereof issued under this section may be revoked, after reasonable notice and opportunity to be heard, for any violation of this chapter by the licensee or by any of his officers, agents or employees. Whenever a license has been revoked under this section, the Department of Public Safety shall not issue another license to such licensee, to the husband or wife of such licensee or to any partnership or corporation of which he is an officer or member, until such licensee complies with the provisions of this chapter.
