No person shall sell or solicit orders for goods, wares or merchandise, or coupons representing a credit on the purchase of such goods, wares or merchandise, under any scheme or system providing an endless chain of sales and purchasers or of dealers or agents in such scheme without first making application to the Director of Public Safety and obtaining a license therefor. The license fee shall be ten dollars ($10.00) per year.
