No person shall use any sidewalk, street or alley within the City for the purpose of selling by auction or otherwise, any goods, wares, merchandise, real estate or livestock. Provided, however, that the Director of Public Safety may grant a temporary permit to a bona fide civic organization to engage or to authorize others to engage in such sales exclusively in a designated area in connection with a cooperative community effort. Such temporary permits shall not exceed fifteen days in length, shall specify the period for which they are granted and shall specify the area in which such civic organization is authorized to engage or to authorize others engaged exclusively in such sales.
