No person shall engage in the business of itinerant vendor as defined in Section 725.01 within the City without first obtaining a permit therefor as provided herein. Provided, however, that the Director of Public Safety may grant a temporary permit to a bona fide civic organization to engage or to authorize others to engage in the business of itinerant vendor in connection with a cooperative community effort without regard to the requirements of this chapter. Such temporary permits shall not exceed fifteen days in length, shall specify the period for which they are granted and shall specify the area in which such civic organization is authorized to engage or to authorize others to engage in the business of itinerant vendor.
