No person shall engage in the profession, business or practice of a palmist, clairvoyant, hypnotist, fortuneteller, mindreader or phrenologist, without first obtaining a license therefor from the Director of Public Safety, upon the payment of one hundred dollars ($100.00) per year in advance.
