No person who keeps or aids or assists in keeping any billiard parlor or poolroom shall allow, cause or permit such place to be used, frequented or resorted to by any riotous, noisy or disorderly persons, or permit any breach of the peace or disturbance of public decorum by noisy and riotous and disorderly conduct on such premises.
