It shall be unlawful for any person to cause or permit any street or street crossing or intersection within the city to be obstructed or blocked by any railroad car, coach, engine, train or part of a train, whether standing or moving, for any length of time whatsoever in excess of five minutes. This section shall be deemed to include the movements of railroad cars, trains and parts of trains whether in through transit or being switched or shunted for the purpose of making trains.
