It shall be unlawful for any person to make, cause to be made, or permit to be made, any flying switch or kick, of, with or by means of any railroad car or coach, or to run or operate any railroad car, coach or engine, over, upon or across any of the public streets of the city, unless the same shall be coupled or attached to, and under the control of a locomotive or electrical engine and said engine driven and controlled by a competent engineer or driver.
