No person shall tow or transport any vehicle without the express permission of the owner, unless he shall first have notified the Police Department of his intent to do so, and provided the following information:
(A) Name and address of the owner of the vehicle if known.
(B) The vehicle license number and description.
(C) The reason the vehicle is being moved without the permission of the owner.
(D) The location where the vehicle is being taken.
(E) The name and address of the person or company that is to tow or transport the vehicle.
