§ 211-61 Issuance Restricted.
   Upon application for a parade permit, the City Administrator shall forthwith issue a permit or license for such parade unless he is justified in refusing a permit for such proposed parade under the provisions of this subchapter, in which event he shall refuse the issuance of such permit to the applicant therefor.
