It is the intent of this subchapter to prohibit trucks from using residential streets within the city when not otherwise authorized by this subchapter as it is felt that it is in the best interest of the citizens of the city to prevent such streets from being so used unless there is an actual emergency situation whereby there is a danger to life, limb or property. It is not the intent of this subchapter to prohibit unloaded trucks to deviate to a specific destination point within the city and to remain therefor not in excess of one hour in any one day.
