(A) Development and construction for all sites falling under the authority of this chapter shall submit a SWPPP as defined above for review and approval by the city. The post-construction component of the SWPPP shall detail the concept of how runoff and associated stormwater quality impacts resulting from the development will be controlled or managed. The city shall not grant any permit for site development or improvement activity that would fall under this chapter without first having reviewed and approved the applicant's SWPPP as defined above.
(B) No post-construction component of SWPPP is required for the sites and activities mentioned in § 195-05.
(C) Each application shall bear the name(s) and address(es) of the owner or developer of the site, and of any consulting firm retained by the applicant's principal contact at such firm and shall be accompanied by a filing fee as set by the Engineer.
(D) Applicant must assure that all other applicable environmental and federal/state permits have been acquired for the site prior to approval of the SWPPP.
(E) The applicant shall pay the city, when applicable, the costs for engineering plan review and inspection visits, as specified in § 195-12, as follows:

An annual update in the above fees is to be made each subsequent July 1 equal to the change of the previous year West Urban Consumer Price Index
