(A) All bills unpaid 15 days after issue shall be considered delinquent and under such circumstances water or sewer service may be discontinued as provided in § 193-29
(B)(1). Bills not paid when due shall be added to and included in the following billing cycle.
(B) Bills not paid by the next billing cycle shall have added to them a delinquency fee of $20.
(C) A collection fee of 20% of the outstanding balance shall be added to any delinquent bill referred for collection. Interest of one and one-half percent per month shall be charged on the unpaid balance of any delinquent account from the time that such account is referred to the collection agency.
