The provisions of § 114-31 shall not prohibit:
(A) The authorized use or possession of any material, substance or device described in this subchapter by a member of the armed forces of the United States or National Guard of the State of Arizona, or by firemen, police officers or peace officers authorized by the properly constituted authorities and acting in the course of their official duties;
(B) The use or possession of any material, substance or device described therein when used solely for scientific research or educational purposes, or for any lawful burning;
(C) The manufacture or disposal of a fire bomb for the parties or purposes described in this subchapter.
