Every person who engages in the business of selling or disposing in any manner of spirituous liquors, either as a manufacturer, restaurant retail liquor dealer or retail liquor dealer, shall be licensed in the manner as set forth in this chapter, and it shall be unlawful to engage in any such businesses until the provisions of this chapter are complied with, the license fee paid in advance and a license issued.
