§ 36-38 Small Purchases.
   Except as otherwise required by law, any procurement not exceeding the amount established by City Charter or city procurement policy may be made in accordance with small purchase procedures approved by the City Administrator; provided, however, that procurement requirements shall not be artificially divided so as to constitute a small purchase under this section. If the actual price of a procurement obtained through such small purchases procedure exceeds the amount which may be purchased by informal bidding pursuant to the Charter, the Purchasing Agent shall determine that the procurement be made using §§ 36-34 or 36-35.
