The city administrator shall designate as acting city administrator, subject to the approval of the city council, a qualified city officer to exercise the powers and perform the duties of city administrator during his absence or disability. The designation shall be by letter filed with the city clerk. During such absence or disability the city council may revoke such designation at any time and shall appoint another officer of the city to serve as acting city administrator until the city administrator shall return or his disability shall cease.
