Sec. 1. Term, election of mayor, councilmembers.
   There shall be a mayor and six councilmembers who shall be elected from the city at large. The mayor and councilmembers shall hold office for a period of four years from on and after the first day of January succeeding the day of their election and until their successors are elected and qualified.
