The Plan Commission shall not give final approval to any application for approval of a subdivision plat unless the improvements and installations specified in § 152.086 have previously been completed and are in place; provided, however, that the Commission may give final approval to such a plat if the applicant provides a bond which complies with the requirements specified in § 152.047.
