The coins required in Section 509.09 to be deposited in parking meters is hereby levied and assessed as a fee to provide for the proper regulation and control of traffic upon the streets and highways of the City, including the cost of supervising and regulating the parking of vehicles in the parking meter zones created hereby, and the cost of the purchase, supervision, protection, inspection, installation, operation, maintenance, supply of parts, control and use of the aforesaid parking meters and the enforcement of this article.
