(a) The duty of enforcing the provisions of this article shall be on the Police Commissioner or Police Chief acting through the Police Department. In an emergency, any of the provisions of this article may be temporarily suspended by the Police Chief or Commissioner, who shall then have the authority to adopt and enfore such other temporary rules and regulations as traffic conditions during such emergency may demand or require.
(b) Regular police officers of the Police Department shall be empowered to enforce the provisions of this article and to issue citations and parking tickets for violations thereof. Uniformed employees of the Department who are not regular police officers and uniformed employees of the Parking Bureau shall be empowered upon authorization by the Chief of Police or Police Commissioner to issue citations and parking tickets for parking violations only.
