The commission shall, as soon as possible after January 1 of each year, elect from its membership the chairperson, the vice-chairperson and the secretary-treasurer. Officers shall be elected to serve one-year terms commencing as of January 1 of each year, and shall continue in office until their successors are elected and qualified.
