The Steering Committee shall have the authority to appoint such committees and delegates to such committees and grants necessary powers (subject to the limitations hereof) as it may consider necessary and desirable for the proper management of the affairs of the Steering Committee in the accomplishment of its stated purposes, to increase and reduce the membership and powers of such committees and to terminate their existence in its sole discretion. Any committee created hereunder shall consist of at least two or more members. Meetings of any committee shall be consistent with and conform to the requirements for meetings of the Steering Committee established herein.
