In order to preclude inappropriate phasing of developments to circumvent the intent of this chapter, when a proposed development activity will occur on a lot or parcel that has contiguous lots or parcels of lands owned in whole, or in part, by the same property owner, the criteria defined in § 152.018 of this code will be applied to the total land area comprising the contiguous lots or parcels of lands. The criteria defined in § 152.018 also applies to any development regardless of size or disturbed area that is part of a larger common plan of development or sale.
