The provisions herein shall apply to all lands within the unincorporated area of York County, and those municipalities which, by approval of SCDHEC and by written agreement executed with York County, contract to have this chapter administered by York County within their corporate limits. All lands under the jurisdiction of another entity with the power of eminent domain are exempt from the provisions of this chapter.
