§ 30.45 ADOPTION.
   (A)   Pursuant to the authority conferred upon the Council under S.C. Code § 56-7-80, as amended, there is hereby adopted an ordinance summons for use within the unincorporated area of the county, as provided herein, and county law enforcement officers and other county enforcement officers commissioned and appointed by the Council pursuant to § 31.04 are hereby authorized to use the ordinance summons for the enforcement of county ordinances in the unincorporated area of the county.
   (B)   The ordinance summons adopted by this section may not be used to perform a custodial arrest. No state or municipal ordinance which regulates the use of motor vehicles on the public roads of this state or county may be enforced using an ordinance summons.
